Partition availability

Folks, please can anyone tell me why the system gives a exact disk space when trying to create an unallocated space to make additional partitions?
For instance, my Windows Vista came with a harddrive of 150gb total space, but without any partitions or unallocated space available. Just C:\. When I tried to do the shrinking to make an unallocated space,the system only allowed me 30gb of maximum space o be shrinked.
Is that because at the installation of the OS the installer chose to use 120gb leaving only 30gb available for partition or is there something else I should know?

I will appreciate an accurate answer to this question... Thank you.
