Parental Controls with IE

I bought my 11 yr old son a laptop for christmas and I want to put on Parental controls. I tried adding controls in Internet explorer but it either blocks everything or nothing. I read a little about ICRA as opposed to RSACi. Is internet explorer completely incapable of blocking this stuff out? I don't mind allowing mild content but I want the hardcore stuff blocked. I'm I going to be stuck buying software to do this? If so, who would you recommend?

Norton Internet Security 2007 has integration with IE7. Actually, you'll need to download an NIS 2007 update patch to get Parental Control. Once you get it, you can filter out websites that deals with drugs, sex, crime, or anything like that. I'm looking at it right now and it's pretty good.

installed IRCAPLus, selected all the options I wanted to block (almost all options selected). It didn't block anything at all! In fact, the porn comes in faster than on my wired pc without any blocking.
I'll be doing some research to resolve this issue. I uninstalled Norton all together. I use avast home edition. I've been using it for a couple years and it seems to do a very nice job. I used norton for a while and it just slowed me down.

I'll take any suggestions if you got 'em.
