page not loading but works on other computers

ok riddle me this:

main page wasn't loading for few days. now it is loading and when I click a link it works and next page loads.

BUT
when I click and open link in new tab or window it doesn't work.

it works on every other pc
it works on other browsers like firefox and edge
but not IE( the reason I use IE is because it reenders pages the way I like it, and it doesn't have the delay that other browsers have) that is settled .. pease don't offer to switch browsers



I reset DNS, reset IE to default, updated windows, ran antivirus and spybot found nothing wrong..
yet the page still doesn't work only on my PC
even with firewall on so I know its not my IP being blocked either

its something to do with IE opening it in new window.... everything else seems to be working

is there a way to troubleshoot this more in depth? like to see the actuall process happening and see where the error is?

when I look at the debugger in IE this is what I get

so after about 2 weeks it slowly started working properly. and I still have no clue why

first it wouldn't load at all then some parts of it started loading
later almost all of it loaded but one part didn't work

and now everything works again.
I attempted to fix and reset bunch of stuff the first week but that made no difference.
for nest week I just clocked on it every day to see if it works
and it just fixed somehow after a week without me doing anything else

but now Im really curious is there a way to troubleshoot it somehow?
looking at the source? or using the development tools in IE
or any other way
anyone can point me to anything at all would be great
