overriding refresh rates in xp home when launching games

every time i load a game, xp sets the rate to 60 hz
i heard of launching dxdiag then goin to more help and overriding to a number, but that doesnt work when launching games
im set at 1024 and 75 hz normally, and when my games launch theyre in 640 60 hz(since right now my card is ****)

any thoughts or tips to allow my monitor to be set at 75 hz regardless of launching applications/games or changing resolution?

monitor is a gateway ev700, the card is onboard intel 815
