i have an amd 64 3200+ venice and ddr 3200 ram this is a new comp and ive never had an amd before so the overclocking is a little different so today i decided to put the cpu speed to 2200MHz so that it would be like a 3500+ but when i did the latency on my ram went from 2-2-2-5 to 2-3-3-5 so my question is if i put the voltage up on my ram could i put the latency back to normal?

Yes you could, but it really depends on the RAM type and make.

If you could, please tell us the type and make of the RAM and your motherboard.

my motherboard is a asus A8N SLi deluxe and my ram is corsair ddr dual channel ram 2x512mb 2-2-2-5

Well it should be safe the give the ram the max voltage that mobo can give. If it still cant remain stable at the tighter timings try to get it as closer as possable
