online phone?

my girlfriend is in europe right now and her friends phone whos shes with can accept and send international calls. now i have the phone number but the probably is that my cell phone can't send international calls and my house phone can't either.

now i am just wondering if it is possible to have some sort of online phone that i can use to contact internationaly? thanks for any help.

shes on a school trip thing and she doesn't have a laptop

the email that did come from her was from a kiosk desk and she said hotmail wasn't working that day so i replied back to her hotmail account hoping she gets it.
