Unfortunately we aren't making this stuff up. It would be nice to think that humans everywhere had ethics and morals but we are flawed and fallible creatures. Power corrupts and Absolute power corrupts absolutely. Any regime throughout history that has had total control over its people at one point faltered and became corrupt and tyrannical. This is especially true in China's history. Throughout all of the dynasties and even into the modern era the rulers fell to the same faults.
And before anyone raises a stink I am a history major, so I am qualified to say that.
