I have a briggs and stratton lawn mower engine and a black oily substance coming out of valve and when i took the head off a whole bunch of that came out. whats wrong and where would i get torque specs

Look online for torque specs, probably manuals and all for it somewhere.
I'm not really sure what the oily substance would be other than... engine oil. Maybe a leaky head gasket or a shot piston ring?

Sounds to me like a shot piston ring, but could also be like superman said, a leaky head gasket.

I don't think so... It's possible though, but that would be solved by draining some and seeing if it still does it. It could be a valve that got bent or isn't seating right and oil is leaking down from the valve cover.

The only way that oil in a lawnmower would get from the oil pan to the cylinder head is either the crank case sides are loose or a piston ring is worn.

what model?

My dad works at briggs, I'll pass this on to him and see if he has any ideas what happened/what you can do.
