I have an amd sempron 3000+ that runs at 1.81ghz in a pakard bell iMedia (see here).

Does the processors name 3000+ mean that it can run at 3ghz+, and if so how do I increase the clock rate?

no it doesn't mean that it runs at 3Ghz.
I think that the number is just something that amd made up so that ppl can compare their product to the intel ones.

How do I oc it?

go to the bios. Then find ur cpu settings.
Then just change the FSB.

Just make sure that the temps do not get too high.
