NTDSAPI.DLL missing and my computer won't load, help??

I used some registry cleaning program and when I restarted my computer, I get a box that pops up saying the ntdsapi.dll is missing and needs reinstalled. My computer won't load in regular mode or safemode. How can I fix this?

Put XP CD intray and boot from it. Go into the Recovery Console and copy the file from the XP CD over to the XP install.
