Go to My Computer. Click view system information. Choose the advanced tab. click environment variables. if you have a system variable called "NLSPATH" you need to delete it or rename it (select the variable, click edit, and change the name). Note that this might mess up what put NLSPATH there in the first place (in my case it was IBM's Visual Age for Java). That fixed my problem.
