New HDD Question

So I got a new 1TB SATA HDD for my father, All I need now is to install it. After I put it in the PC, what do I need to do to make it fully operational?

This is a secondary HDD that he will be using for storage. Once I plug it in the PC and restart (He is Using Win7) will it show up in "My Computer"? Or do I need to boot using Win7 CD to format it there 1st? Can I format it inside Win7?

Go into disc management, create a partition on it and format.
