New Company - System Solutions needed

I have a friend who just created a new business in my town. He has Field operatives that collect data (text/Pictures) and they need to send this information to a central location to report out to customers later.

My initial thought is to make some sort of android app that would record the data for them and send it to a web server or access database? I tried to install Eclipse on my computer to put something quick together for them, but am having a hard time. The question would be what are some possible solutions to handling this data management question?

The budget for the project needs to be small <$1,000?

So far there is nothing about the application that would lead me to think that you need a custom application, I'm sure that you will be able to find some off the shelf options such as the one office_politics suggested.
