Alright, long story short I get a comp, All RAM and everything works so nothing to worry about ,but I've never "built " a computer before. I need to know how to take a blank harddrive and put an OS on it (Got the OS disk with me}. I 'm not sure what to do so maybe I need to do something else?

just follow the onscreen directions for installing the OS but if you need to know how to build one from the ground up search online for a guide unless you want me to write for you

It should but it doesn't I don't know whats wrong.It just doesn't respond when I put it in.

You will need to set the BIOS to boot to CD first. The manual should show you how to get into the BIOS and set the boot order. You then insert the installation CD and reboot. Watch for a message that says "To boot to CD press any key". Press any key and the setup will start. You then just follow the on screen instructions.
