Need PC to stream internet advice.

I would like to stream live TV from the internet to my TV. I'm not talking about getting a Roku or Google TV device but running an actual computer. I would like to hear my options from the experts of course but was considering buying the following computer for it:

Processor Speed: 2.50 GHz
Memory: 6 GB
Model: SX2370-UR10P (Gateway)
Hard Drive Capacity: 1 TB
Operating System: Windows 7
Home Premium Processor Type: AMD A8

The reason I like this computer is the small size of it and the price. My questions are:

1)Will this do the trick for uninterrupted, smooth streaming?
2)Is there a better way to achieve my goal of streaming?

Is there an HMDI out on the video card?

It's not required, but it's nice and means you'll only need one cable instead of an audio and video
