need help with net

i have been asked to have a look at a pc that cannot connect to net, it seems the modem dials in and connects. but internet explorer says its opening page but it never does load the page.could this be a modem problem or a software problem.any help would be appreciated

I wouldnt say it's software related but probably more likely the modem's connection. It sounds like it's just not receiving a signal.
