my athlon 2500 is very hott with 3400 copper cooler

ok i got a athlon xp 2500 with a copper ultra 3400 cooler on it.i have about the amount of a rice grain of thermal gel on it and i have 5 case fans but for some reason my cpu runs 54 c/128f.....it runs the same as with the stock cooler. why so hott??
