If a modem/router is rated for a maximum of 680 data speed. What is the modem/router only wrote for i yer net plans up to 300mbps? Is this because the higher speed of above will harm the modem/router?

Short and sweet, cable modems work on channels. More speed, more channels. If it's rated for 680Mb it means that's the max it's capable of giving you. If your ISP provides a max of 300Mb it means the limit of the modem is no problem.
