MIRC and Outlook express problems

Hi.
I am using XP home edition 2002 on a Toshiba satellite laptop.
When I use MIRC, I am unable to dcc or pm people on the chat.
When using Outlook express, I am unable to change font colour, add background, etc.

Why is this? On my pc, I don't have a problem with either.

dunno about the outlook, but hasnt xp got that gay firewall i should check to make sure it has set permissions for mirc
