Microsoft .net framework 3.5 issue installing for windows 8

Hi, ever since i installed windows 8 ive been having this issue whenever i try to install windows .net framework 3.5 and below. When i try to install it, it gives me error code:0x800f08f1 and says "windows couldn't find required files to complete the requested changes. Make sure you're connected to the internet and try again. I have tried enabling it in control panel and installing using DISM.exe but it doesn't seem to work. A lot of programs and software use it and im at somewhat loss without it. Thanks in advance.

EDIT: It seems as if it cant connect to Microsoft and cant access the files from there, im not the most computer advanced but know a fair bit but if anyone could give me the raw files to download and move into program files that might fix the issue? Thanks

On the start Screen type this:

Turn Windows Features on or off

You should get this screen.

Pretty sure you can figure it out from there. check the box for .NET 3.5 and let it install.

if you still have the install media you can use that by clicking on specify source. example "d:\sources\sxs\"
use that path if you have a win 8 disk in the D drive.

Thanks everyone im attempting to run it through DISM but whenever i try im presented with:
Error 11
You cannot service a 64 bit operating system with a 32 bit version of DISM, Please use the version of DISM that corresponds to your computers architecture.
The DISM log file can be found at C:\windows\logs\DISM\dism.log



Its a long log file and not sure if any of it is needed but i think i just need to run a 64 bit DISM but not sure how to do that?
 
Which windows folder are you running dism from? C:Windows\System32?

You could try:
cd C:\windows\syswow64
then run dism, and see if that works.
