I think it's called Modem on Hold. It depends on your Modem & your telephone line.

I understand what you said. I've the feature that you are talking about in my PC. Frankly, I don't know how to use it. One of its options is "make phone call". This software called Modem on Hold Utility.
By the way I've Modem Blaster from Creative. I got this feature after I updated my windows from Microsoft website.

LOL, no he didnt understand what you were saying. This thing is one of the crazes from last year, so I dont think they are free anymore.

The one I used was www.dialpad.com
There is also www.phonefree.com
and www.net2phone.com

This site used to let you make free phone calls back in the day, i haven't been there in forever, i don't know whats up with it now.....
