For 800 yeah that's pretty decent, seems about right. PSU is kinda weak, Raidmax isn't know for their PSUs.

and will this comp run doom 3 and hl2/ Css

it might run those games on low-medium settings, a 9600 pro is a pretty old card.

Yeah you can get away with low settings and possibly medium which is still good enough to play. And the PSU is just of bad quality. Raidmax makes good cases, but certainly not PSUs.
