Is my laptop overheating?

I just got my laptop for school and I noticed that when I was just web browsing, my cpu temp was reaching 65-70 celcius. I just have it on my desk but it is hot to the touch. CPU usage is at 15%. I turned on comfort mode (which increases fan speed and decreases cpu speed) and it is still hot but only around 50 degrees. After I lifted it off my desk for a bit it was down to 45. I am a bit concerned about this but I want to know if this is normal?

HP Envy x360 15M-EE0013HP

Ryzen 5 4500U

8GB RAM
 
If you're concerned about it, you can get an external fan that you set your laptop on top of that provides more air circulation.

Is the laptop new? If so, I wouldn't worry about it but if it's used, I would ensure that the vents and such are clear of dust and lint.

It’s a brand new laptop. I guess everything’s normal but I’ve never had a laptop get so hot, not even my 6 year old one.
 
Newer chips are designed to run up to 90-100C, so these temps are perfectly fine. You think 70c is bad, you should see my Zbook 15 G5 when it's rendering lol.
 
As already stated in the first answer - everything is absolutely normal.
AMD Ryzen™ 5 4500U is hot if it is higher than 105°C
