Irritating mouse or scrolling problem

Hello. Sometimes I encounter an issue on web pages. When I start scrolling on pages sometimes..I get an (arrow..with to small circle things with it).

It does screwy scrolling things..and I want to prevent it from happening.

It could also be related to the scroll wheel on the mouse..but it drives me crazy for the fact that it shows up.

How do I prevent that from happening?

That appears when you either click and hold the scroll wheel, or click it once and move the mouse.
