Installing 4850 HD brings both cpu and gpu to 100%

Earlier this week I bought an ATI 4850 HD, replacing my trusty but aging nVidia 6700 gt. My computer prior to me switching out my graphics card ran very smoothly. However once I installed the 4850, both the gpu and cpu each sat at 100%. I looked at the processes and found taskmgr.exe running much higher than it should (anywhere between 33% and 90+%). I installed and ran avg and spybot, neither found anything. I'm usually pretty careful with what I download.

With my computer practically unusable, I switched in my 2 year old 6700. I booted up and everything ran smoothly as it did before. I searched and was having trouble identifying what the cause would be. Nearly everything I found about the taskmgr.exe running so high was the obvious spyware/virus stuff with the suggestion to uninstall bonzi buddy and tell your grandfather to stop using your computer to download sketchy porn.

And here are the cpuz results of my comp with hopefully irrelevant parts removed. Yea I know its old, but I'm waiting another few months to upgrade. Its served me well so far

I uninstalled the previous drivers, although I did do it after I installed the 4850 and its drivers. Yes I should have done it before hand, but sometimes I forget. And other times when I've left the drivers for other graphics cards installed it in no way affected the performance as dramatically as this problem. Like even right now I have the 4850 drivers installed even though I'm running the 6800, and the taskmgr.exe is definitively not taking up to 90% nor am I noticing any other problems.

Yes I agree its good practice and housecleaning, but I'm not sure if its the cause of the 100% gpu and cpu. But of course I will do what you suggest first chance I get tomorrow and post how it goes

did what carnage suggested. did not help. As soon as I boot with the 4850, my computer is still painfully slow, with both the cpu and gpu running at 100%.

I'm starting to get frustrated, could the 4850 be defective? I'm thinking about just returning it
