Image on exturnal usb HD query

Is it true if I have an Image of my OS on an external USB HD that I do NOT have to have an OS on a PC in order to restore the PC the way it was before the OS was removed?

It depends what you used to make the image. You will have to have SOME way of deploying the image; with acronis/ghost, they give you a bootable CD to do this. Otherwise you will probably need to boot up in a linux liveCD and deploy the image manually
