Thats also very true, as without using such a program, after formatting, people wil see nothing on the C drive once installing Windows.
 
and by the way, if you do use a floppy or usb drive to reformat, make sure you set that drive as the main boot drive
 
Some hardrives come with a program which will boot from the cd and write 0s to the drive. This means that no info whatsoever will be stored. I know maxtor and western Digital provide it. Look for the cd that came with your hardrive.
 
Yeah, if you do a reformat, it's still technically possible to retrieve the data, but whoever is doing it would have to use expensive/complicated software or hardware, and it wouldn't really be worth it to them. Like others have said here, there are programs which permanently delete all data.
