Yeah, you could do that...
My idea for a "safe" kart (for you that is) is make it propeller driven. That would be awesome. And it would take a while to accelerate.

it'll really depend on what the motors are drawing. but your average dimer switch is rated at about 100W,
so the amount of current it can handle is limited,
(I'll do this for american rather than british).

100W/110v = 0.9Amps (for americans)
100W/240v = 0.4Amps

you average wheelchair motor or whatever it is that he has, will probably draw more than that. which will just burn out the switch.
which leaves you again with having to rip the controls out of the vheicle that you're taking the motor from. (assuming you have those controls and not just the motors).

you might ba able to pick up some switch gear from Ebay in the right sort of order for what you want to do.

it's perfectly possibly to make it safely, there is no reason why you can't.
make sure the chasis is well constructed, metal and properly welded together an dther should be no troubles!
