Chrome allows you to save as many bookmarks as you want. Anecdotally, if you have thousands of them out there, they can seem to behave a bit strangely and it becomes slower to find them, but there is no limit to the number. That doesn't mean that the things you bookmarked five years ago are still relevant today. But you might think you'll want them in a week or a year, but they won't work anymore because the server where that web page was stored no longer exists.
As far as I know, there are no limits. But I tend to review and clean/update my bookmarks every 2-3 months.
