The hardest part of finding work anywhere is convincing the potential employer of your experience. Qualifications are all well and good but all companies will want someone with the experience to do the work of that particular company. Don't forget, especially in this present climate, for every job there could well be thousands of applicants some of whom will have done the practical work with someone else and be very experienced in the type of work they have applied for. It is extremely difficult for newly qualified workers to get work. Their biggest asset is the fact that they may well be prepared to accept a far lower wage than an experienced person.
 
Entry-level part-time jobs that provide training should be the best option for a high-school student, in my opinion. Probably you would be offered less money, but you would gain the experience you need.
