Regarding the Spanish leader, you wrote "ww1" I assume you mean "WW2". If this is the case the answer is FRANCO

I can't remember about the Munich Conference but if you Wiki it you should easil find the answer there.
 
Ok time for a little internet lesson. There is this amazing website called www.google.com . Now if you go to this revolutionary website and type something like "who signed the balfour declaration" You might get a page that looks much like this. http://www.google.com/search?source...,GGLG:en&q=who+signed+the+balfour+declaration
Now with this secret informaion you may be able to answer you question in less time than it took you to post the question. Do not tell anyone of the existence of this google website or I will be forced to punish you.
 
ok sorry I did not mention that you would have to open and read the articles produced by google. Had you done so you may have found tidbits like this.
The text reads as follows:

The Foreign Office
November 2nd, 1917

Dear Lord Rothschild,

I have much pleasure in conveying to you, on behalf of His
Majesty's Government, the following declaration of sympathy
with Jewish Zionist aspirations which has been submitted to,
and approved by, the Cabinet.

"His Majesty's Government view with favour the establishment
in Palestine of a national home for the Jewish people, and
will use their best endeavours to facilitate the achievement
of this object, it being clearly understood that nothing
shall be done which may prejudice the civil and religious
rights of existing non-Jewish communities in Palestine, or
the rights and political status enjoyed by Jews in any other
country."
