High CPU Temperature

Hi,

A few days ago I built a new gaming pc for a friend with an AMD Athlon X4 860K and a 212 evo processor cooler, but we we started the pc the cpu temp just stays at min. 65°C, while gaming it went to max. 78°C. I don't think it's healthy for the CPU so I removed the 212 Evo from the CPU and cleaned the termal paste off it, then I reapplied termal paste and the 212 evo. Then the temperature dropped with 5°C or something so it still is very high. In the bios however, it says the CPU is around 40°C but every other program says 60°C +. I don't know what to do at this stage, can someone maybe give some advice?

What voltages is the motherboard applying to your 860K? Some motherboards get a little silly when detecting default voltages...
