Help with WAN needed

I hope i'm not making any dumb question and please excuse my, let's call it "ignorance", but let's get to the point, i was wondering how could i connect my pc to someone else's pc on Japan or on the US, i searched for info, but i didn't find what i wanted. If someone could please help me, any help is welcome. Thanks in advance.

You can setup a VPN (virtual private network) across the internet onto the remote machine. Is that what you wanted to do?

Oh one more thing Law (sorry for the inconvinient), but do those programs you've shown me allow the exchange of files or are they just used for other purposes ?

ultravnc(an alternative to tightvnc) will allow file transfer.
