Help with slow post

Hey, im new here.

Im pretty decent with building and repairing computers but this has baffled me

I have been having a problem with my computer for the last 6 months, the problem is when you have to restart the computer for updates and other jobs the post takes about 10 minutes to progress to the operating system, then the windows 7 boot logo (the window) takes another 15 minutes before the log on screen to come on.

This does not happen if I turn the computer off and put it back on, the problem occurs when you have to restart the computer via the operating system.

The heatsink on the CPU was grinding so I replaced it and now that's fine

Can you provide me with any tips?

Don't restart the computer :)

Run Malwarebytes, then run Combofix. After those, run CCleaner and make sure you run the registry portion as well.
Download HWMonitor (or the equivalent) and check your temperatures.
Does your computer run slowly all the time?
What are the specs?
Is it completely up to date?
Is the computer on a domain?
Is this happening every time you "Restart" the computer and is this only happening when you "Restart" the computer?
How often do you turn off or restart your computer?

its an acer x3400 windows 7 home premuim (64)

athlon x2 215 2.7GHz
3gb ram 533MHz
shared nvidia 9200 graphics
no domain with fully updated software and drivers

computer post is fine when turn on by the button (daily)

post is slow when you have to restart it, either a system restore, update egt

So if you turn on your computer in the morning and imidiately restart it after boot up, does it go slow?
