Help identify this device

Does anyone know what this device is? There's a guy sitting near a transmission tower in our neighborhood with one hand on a cell phone and another on this device. When approached by a neighbor asking what he was doing, the guy became confrontational and threatening. He was there in the car for three hours on Sunday. The lock to the gate at the transmission tower was torched open. This man was not inside. He stayed in his BMW, but he was very suspicious, and the neighbor suspected that the guy was up to no good. He has been spotted there on several occasions.

What is he doing? Anybody know what this is?

How do you know the man isn't using an FBI recorder to catch criminals such as the mofia, biker clubs or a drug cartel? It is possible that he may be recording conversations but the man appears to be using a special device recorder.
