GPU only shows on 3rd slot

Hello u have a maximus xi hero z390 with i9 9900k. I also have an m.2 ssd. I have two 1080tis. My GPU's wont show up. I have them in PCIEX16_1 and PCIEX16_2. I took them both out and o ly put one in PCIEX16_3 and it worked. I then took it out and put only one GPU in PCIEX16_1, and it didnt work. Would that mean this is a faulty motherboard?

Have you tried resetting the mobo back to default settings? (CMOS clear/reset)

I'm sorry. I feel pretty dumb. Turned out that the GPUs weren't fully installed. Sorry for any inconvenience
