Google PR Update Cycle displays existing PageRank (PR) of websites. These are numeric values indicating significance of a web page. As pages of a website are linked, Google considers that value as representative of all pages of that website. Weightage of a page is derived from its votes, while significance of voted page decides significance of the vote.
Google PR update Cycle may show decline/rise of a web page's Google PageRank. There is internal and external PageRank - internal one is computed on a regular basis; external PR is not updated often. So in case your PR has risen/fallen, you can only know correct value in successive Google PR update Cycle.
