How do I prevent Chrome browser on a PC from opening previous tabs when opening a new session of Chrome?

The setting that would control it doesn't seem to work.
 
This must be your local problem, because under normal circumstances they are never opened automatically, and even when closed due to some unexpected problem, you are always asked after restart whether to reopen the windows/tabs opened in the previous session.
 
There's a setting in Chrome that can allow for the restoring of a previous session when re-opening Chrome after closing it.

That setting doesn't seem to stop the previous tabs from opening.

I updated Chrome so perhaps it's a default setting somewhere that I cannot easily find.
