upon Boot i get the following debug codes: 4F D3 D9 15 36

Ive checked CPU pins and Ram installation

Ive changed Ram Slots from 2 and 4 to 1 and 3

Ive Cleared Cmos

anything i try it always comes back to 4F D3 D9 15 36

please help!

I don't find anything solid about 4F. I found something about it being a reserved code by the manufacturer but that's it. The post talked about the issue occurred when he put the second stick of RAM in the correct slot (2 and 4), and he had to use slots 1 and 3 for it to work.
According to the manual:

D3 = Some of the Architectural Protocols are not available

D9 = Can't load Boot Option

15 = Pre-memory North-Bridge initialization is started

36 = CPU PEI initialization

Ay idea on how to fix this? PC wont Boot. no display. usb ports seem disabled also.

Do you have another CPU? Or have you tried to flash BIOS? If the BIOS is on an older version then it may not be able to handle the CPU as-is.

I have no Display so unable to navigate menus, also the usb ports are not working. is there another way to flash bios? I have no other CPU .

The two options you have (Q-Flash and @BIOS) both require the system to be running and have visible menus.

I would try to contact Gigabyte directly to try to get an answer or to RMA.
