Game freezes for a split second a makes buzzing sound all the time.

I just bought a new hard drive plugged it in, installed windows 7, installed my current graphics cards software. Then I download Soldier Front 2 and it constantly freezes for half a second with a weird buzzing sound. What could be the issue with this and how can I fix it??
