Go into the BIOS and go to the Integrated Peripherals tab. Enable USB Keyboard Function and USB Mouse Function. Save with F10 and reboot.
See if this works.

I already done that, its enabled, and i know that because i can use other F commands on the start up screen

just to let you all know, ive sorted it, it was holding f8, but not for long enough, i held it on until the startup screen went off, but i also have to hold it on whilst it says "verifying dmi pool data"
