What is the best Free Website Host. I have been experimenting with Tripod, Freewebs and others. What do you recommend.

I've heard some people say 110MB.com is good.

Just remember that most free hosts pop up quickly and then disappear just as fast. And during the time they are alive, service and support can be very poor. Make sure you make plenty of backups! And always remember, you get what you pay for.

Does free web hosting provide CPanel?

I highly doubt this as paying the license fee would be impossible unless they made your web page an ad! So...nope, unfortunately.
