fps drop! help!

alright thanks guys for the suggestion, i'll comment later if he ends up fixing his computer.
to answer some questions, he didn't reinstall windows since he used the same hdd as the he did in the other computer.
he says at times he gets decent fps like 120fps in games like hl2, but he says it's really inconsistent and it drops down to 30 some times, but most of the time it stays around 60-70, this is opposed to his old motherboard, which gave him a consistent 80-100 fps.
 
I'd say that reformatting would be the best thing to do. It might not really make a difference, but it's always worth a try. And the computer will always become faster when reformatting.
