Folder ownership issue

In Windows 10 I click a link to a folder in event viewer so that I can see the error and it says I don't have permission click to get permission and it then tells me to use the security tab. When I change the owner to where the account I am on owns it, it still tells me I cannot access the folder.

Why is Windows refusing to let me view a folder I am owner of?

Here's some photos.

I have all the permissions there is to have and full ownership, yet I still cannot access that folder as though I do not have ownership.

There is nothing wrong with these permissions, it has always been that way. At least as long as I can remember. And I remember it like that since Windows 95.
You can only change the labels and permissions that you manage, i.e. if you are in the user role, you can change the user's permissions. If you have administrator rights, you can change within the limits of the users and administrator's permissions, etc.
If you want to change everything, you must have at least the Windows trusted installer permissions. And it is often forgotten that if you are an administrator-user, so to speak, this does not mean that you automatically have administrator rights. These are two separate things, however.
But there are a whole range of options and tools that still allow anyone to get most of the permissions, although not everywhere and to all files or folders, let alone registry keys.
Do some research on this and you'll find out how this is all possible, but I think it's still a good thing that you can't change them.

@ikonix360

Ya I have run into this too recently, but only very recently on WIN 10/11 for some things and I have not found a clear answer yet.

Knowing that MS probably won't change their stupid or probably nefarious ways. If I don't find a good/quick solution soon I'll probably just stop using their Operating system.

The issue is that as owner of the folder I cannot even view it so consequentially I cannot continue troubleshooting an issue I'm having. It just keeps asking me the same things as though I am not the owner of the folder.

I need to figure a way to make it to where folders that are created which event viewer links to are viewable by me.

Unfortunately, I can't think of anything other than that there must be some more serious problem. I've never had such a problem.
Maybe someone has some ideas, you just have to wait because very few people visit this forum.
