Yeah I've heard 2x 6970s can be faster than a 6990, same with two 580s vs a 590.
That board is fine for running two cards, just make sure your PSU has the juice to run them.
The HAF should have plenty of air-flow to keep them cool, just make sure you tuck away all your cables so there are no obstructions.
