First ever build. DRAM light on mobo with new build and no post. Help please

Would someone be able to tell me if G.Skill RipJaws V DDR4- 3600 8GBx2 (F4-3600C19D-16GVRB) will work with a Z390 Aorus Pro Wifi Motherboard? I have an issue where the DRAM light comes and won't post but after I power off and on for about 5 minutes it will eventually take. Just wondering if this is a compatibility issue or not or a possible short in the mobo any help would be appreciated.

I have taken everything apart piece by piece and also done and out of the case build. I have reseated the cpu and checked the pins. Checked the PSU with one I know works and get the same problem. I have taken the RAM out and put just a single one in each slot each time with both pieces of RAM and still get the issue. Unfortunately I do not currently have diff DDR4 ram to test

Specs:
CPU: I9 9900k
Memory: G.Skill RipJaws V DDR4- 3600 8GBx2 (F4-3600C19D-16GVRB)
Cooling: Noctua NHD15
Mobo: Z390 Aorus Pro Wifi
Storage: XPG SX8200 Pro M.2 2280 PCIe Gen 3x4 SSD
PSU: RM850x

I have to boot the system constantly and it will sometimes take. Any help would be greatly appreciated.

Sounds like after several no posts the board posts with safe mem settings and it goes through. Next time it comes up turn off all OCing in bios and manually set RAM timings to something safe like 3200 and see what happens.
 
If I am able to get it to launch again I will try this as well and the bios update and mem test. Thank you
 
So I updated to new bios version f12j also ran a memtest and nothing looked wrong with ram but am still having the same issue.

When I go into bios to change timing it freezes when i go to save and it will not take. I also cannot load the xmp profile as it does not take.

Also whenever I am able to get into bios i am presented with this screen attached.

It is so weird once i get it started i am able to restart the pc without any boot problem but once actually shut it down and try to start back is when i am experiencing this constant issue

i did not see any cpu auto oc and just changed the voltage and speed to 2400 and still the same issue
 
Unfortunately that did not work either. Since i have changed the enhanced multicore performance off I have not been able to get it to boot at all now lol
