If theres no fan in the external hard drive, then theres just obviously no fan.
The fact the operating temperatures on the website though seem okay, means that the case must do its job rather well.
The hard drive most likely isn't hot. I have a feeling that case is built to collect heat, and because its probably made of metal, its going to do that job pretty well!
Its probably so hot because its collecting all the heat, and if it seems hot, not to touch, but from a bit of distance (i.e you can feel the heat, as you would a toaster, etc), it means that the heat is escaping, and so, the hard drive is most likely being kept cool.
I wouldn't worry too much about it mate.
