Extended Desktop moves when mouse moves

I'm using an extended desktop but having a problem that the whole second monitor screen moves when my mouse is at the extremes of the monitor - is there a way to fix the position?

Like your mouse is stuck to the desktop?.......or like your mouse is stuck to the computer screen?......whats moving? please elaborate, this seems interesting.
