I don't really see the problem.

all this is saying is that all transactions will go through the government computers, this will inevitably get millions of tax dollars that are not being paid by small traders and the like that opperate Ebay businesses.

That would be terrible. But what I see from the article, the bill was just suggested to the government, and not yet passed.
