Display Off Center?

I was down at my Grand Parents house the other day and her laptop is messed up yet again. I generally fix the things she screws up but this one has me baffled. The icons themselves are fine but everything else seems stretched and off center. I took a quick picture of what it looks like to show you the problem.

I went into display properties and everything is set how it should be. I was confused to see a second display option up since she has never used one. It's disabled within the settings and I'm not sure what to do to bring it back to center.

I tried regedit and going to the display portion and didn't see anything out of the ordinary in there. In the below picture I had the properties setup to center the picture. It's completely off center though.

What happens if you use an image that matches the resolution size (aka wallpaper)?

I didn't test that and won't be back down to there house till next Tuesday. It shouldn't matter though Windows should recognize and re size it.

I've seen lots of computers that don't resize the image to fit the entire screen.
